Farmers who have stopped milking cows will be banned from holding quota and leasing it out following DEFRA's interpretation of the European Court of Justice's decision in favour of a German dairy farmer's leasing of quota from another farmer who died. Producers not producing against their quota in the 2003/04 milk year have until 31 March 2004 to sell their quota or resume production. If they do neither, their quota will be confiscated into a national reserve. Non-producing quota holders own about 10% of the UK's quota.
