The Housing corporation is to grade housing associations using a ranking system consisting of a 'traffic light' system of red, amber and green. These will apply across four categories: governance, viability, management and development performance and replace the previous system of performance assessment and investment summary. This move by the corporation is seen as bold but it has drawn criticism from some quarters as there was no chance to comment on the proposals. It comes as the organisation was about to relinquish its role as inspector of housing associations to the Audit Commission.
