Discusses the subject of company risk and accountability in health and safety matters. Asks where the Clerk of Works fits in to the legal requirements of all listed companies to have an internal control system, following the Turnbull report "Internal control: guidance for directors on the combined code". Recommends the Clerk of Works fulfils the criteria of a responsible person to carry out health and safety site inspections, but warns that their competency should be assessed according to the four headings of training, experience, skills and appointments.
