In the light of increased mixed-use development in town centres, considers the relationship between local authorities and developers. Highlights the difference between a local authority's role as landowner and planning authority and emphasises the need to identify whether the property transaction is an outright disposal or a joint venture. Discusses requirements relating to local authority land disposal under the Local Government Act 1972 s123 and looks at compliance with European legislation, advertising in the "Official Journal" and the letting of a public works contract. Expands on the three forms of public works contracts and the contracting procedure.
