Criticises the government's approach to the PFI process which has seen complex and adversarial guidelines created to deter all but the largest businesses from involvement. Argues that the principle of PFI is fine but the negotiation and delivery mechanisms are not straightforward enough. For example, London Underground's PPP bids have cost £300m so far with the cost to the client running at £833 000 a week. Questions why the National Audit Office has not investigated some of this excess spending.
