Studies the profound reforms to residential tenancies of less than 21 years in England, Wales and Northern Ireland proposed in the Law Commission's consultation paper "Renting homes 1: status and security" published in 2002 - available at www.lawcom.gov.uk. Scotland has its own reformed tenancy under the Housing (Scotland) Act 2001. The proposals will turn residential tenancies into consumer contracts and bring remedies within tenants' reach (if their tenancy terms are unsatisfactory) as well as bringing the UK in line with most of Europe in classifying tenancies as contracts rather than property. The paper makes a preliminary comparison with the protection of tenants in France.
