Environmental measures in the 2003 budget include an increase in the standard rate of landfill tax by £3 per tonne annually until it reaches £35 per tonne and the creation of a Waste Management Performance Fund. The climate change levy will be frozen at current rates and there will be new enhanced capital allowances for water efficient and energy-saving technologies.
