Reviews the development of regional land use and transport planning, highlighting the likely impact of regional spatial strategies. Provides a history of land use planning at a regional scale with reference to the Regional Strategic Guidance in the 1980s and the introduction of Regional Planning Guidance (RPG) and regional transport strategies in the 1990s. Outlines a number of major flaws in existing policy such as the lack of public participation and the problem of local politics. Explains the arrangements proposed in the Planning and Compulsory Purchase Bill whereby RPG will be renamed Regional Spatial Strategy' and will be prepared by a regional planning body. Also examines related proposals in the White Paper "Your region, your choice".
