Looks at the recommendations of the Law Commission `s report, Commonhold - Freehold flats and freehold ownership of other interdependent buildings. It discusses the commmonhold scheme ie the legal framework that permits the development of freehold condominiums; compulsory freeholds; the concept that promoters can establish schemes within a legislative framework and can manage the formalities of registration at the District Land Registry; how disputes between promoters and unit-holders and between unit-holders themselves will be resolved; rejection of the idea of commonhold commission and mortgages.
