A statement clarifying government policy on town centre retailing has been issued prior to a comprehensive update of "Town centres and retail developments" (PPG6) later in 2003. The policy has been successful in achieving a better balance between investment in town centres and out-of-town developments but has become increasingly difficult to implement. The statement deals with the tests that new retail and leisure developments have to satisfy before they can receive planning permission to build outside town or other centres.
