"RICS commercial property survey England and Wales - first quarter 2003" reports that retail occupier activity declined sharply in the first part of 2003 with new occupier enquiries flattening out, floorspace availability rising at the fastest rate in three and a half years and landlords having to offer greater incentive packages to secure tenants. Business property demand was depressed in this quarter by the Iraq factor - 16% of surveyors reported a drop. The office market remained the weakest sector with 42% of surveyors recording a fall in sales and lettings in Central London with a visible slowdown in other areas across the UK.
