The first three-year review of the ten-year social rent restructuring programme in England has commenced.The purpose of the programme is to deliver a fairer and more coherent system of social rents which remain well below the private sector rate for similar properties. Councils and housing associations have been encouraged over a 10 year period from April 2002 to set their rents within +/-5% of the levels given by a national formula reflecting property size, location and condition. http://www.odpm.gov.uk/pns/DisplayPN.cgi?pn_id=2003_0072
