Government plans to prevent landlords using the Human Rights Act to challenge the compulsory leasing of empty property by local authorities. As part of Empty Homes Week (19-23 May 2003) government is launching a consultation on the issue; the proposal is to give councils the power to take over empty private homes, refurbish them and lease them to homeless or key workers before returning them to their owners.
