Examines the role of public policy in meeting the ODPM's new Public Service Agreement (PSA) target of reducing the 'persistent gap in growth rates between the regions'. Acknowledges that regional disparities within the UK have been entrenched since the 1920s and looks at the challenges this presents. Discusses the issues involved in achieving the PSA target within the current system of regional and national policy and considers the role of regional development agencies in reducing regional disparities. Highlights the potential role of regional assemblies in delivering economic success and the trend towards national spatial planning in Ireland and the Netherlands. Also discusses lessons learnt from previous regional policies, proposals for change and funding. References.
