Examines the difficulties of planning for renewable energy provision, acknowledged for the first time in the Energy White Paper. Puts forward a number of proposals such as a memorandum of understanding to increase co-operation between developers, local authorities and communities or radically changing the decision-making process. Also suggests partnership-based action plans for renewable energy, an internet-based accredited training programme to provide guidance for planning officers and a relaxation of environmental impact assessment regulations to speed up the planning process for small-scale wind energy developments. Concludes that increased co-operation between stakeholders could help to balance the national need for renewable energy against local environmental impact.
