English Heritage has published a leaflet "VAT - seize the time" calling for the equalising of VAT on all new build and repairs and maintenance. It urges the government to ask for a flat VAT amendment to the European Sixth VAT Directive, which is being reviewed later this year. The move would aid sustainability, help regeneration, cut down on red tape, help small businesses and tackle the black economy, as well as removing a perverse incentive to neglect the repair and maintenance of the historic built environment.
