Warns that the energy efficiency rules are to get another reorganisation as a result of the government energy white paper and a new EU directive. Also the next Building Regulations 2000 Approved Document Part L review has been brought forward by three years to 2005, meaning that the consultation will have to be completed in 12 months time. Many practitioners will struggle to meet these deadlines and suggests the government should consider these problems when reorganising the energy requirements.
