Examines the problems northwest England local authorities face in meeting the requirements of PPG3. Outlines the key objectives of PPG3 and suggests that in practice these can prevent planners from effectively managing housing land supply. For example, reallocating surplus employment land for housing can force councils to site new employment areas on greenfield land away from higher housing densities. Discusses the finalised RPG for northwest England which cuts the housing provision requirements in many non-metropolitan areas and highlights how several Lancashire districts have introduced 'embargoes' through supplementary planning guidance to address the problem of oversupply.
