Farmers who have entered into agri-property agreements not knowing they would be faced with future reductions in their subsidies are likely to be penalised as a result of the forthcoming Common Agricultural Policy reforms. It is widely believed that there are insufficient funds to handle the volume of applications despite the proposed creation of a National Reserve to compensate farmers.
