Discusses how the listing and delisting of buildings of special architectural or historic interest under the Planning (Listed Buildings and Conservation Areas) Act 1990 is not just an administrative act. There is no formal procedure for resolving disputes arising from these lists. Argues that the present situation under the Human Rights Act 1998 is far from satisfactory and suggests alternatives such as the precedures followed on the Isle of Man.
