Discusses York University's independent evaluation of the two-year pilot tenancy deposit scheme (TDS) with custodial and insured options, which was launched in March 2000. The full evaluation is the only place in which the pros and cons of a TDS solution are fully discussed and it concludes that a mandatory TDS regulating the entire sector would be something as yet unknown in the sector, therefore advises delay in legislative enactment to allow the full testing of the pilot over a two-year period. Summarises the views of Shelter and the Independent Housing Ombudsman in favour of a single mandatory TDS and adjudication body as well as the National Federation of Residential Landlords (NFRL).
