Examines the "Large-scale voluntary transfers application list 2003", from the ODPM. Indicates that more than half of the applications are from councils proposing to carry out partial stock transfers and these are mostly London authorities where urban tenant resistance to full stock transfer is evident. A total of 17 local authorities have applied to sell off 125 806 homes. Many authorities are anticipating the ODPM delivering the improvements to stock transfer funding it proposed in the PSA plus review in March. Table lists the local authority applications.
