Figures from the Office for National Statistics (ONS) show that retail sales in May 2003 were down 0.1% from April due to increases in National Insurance contributions and council tax. Retail sales increased by 0.5% in the three months to May and by 3.4% compared with the same period in 2002, the weakest annual growth rate since July 1999.
