Joseph Rowntree Foundation (JRF) research investigating how social landlords resource and regulate tenants' organisations recommends that social landlords should use a range of consultation methods to encourage tenant participation. "Encouraging participation: a toolkit for tenants and landlords" argues that landlords need to be seen as 'fair' for trust to be built and suggests that rules and regulations should be developed independently of both parties.
