The CBI's third annual review of the government's 10-year transport plan warns that the plan is failing to deliver key pledges or provide a solution to congestion. The report calls on government to achieve short-term transport improvements, address inconsistent progress with local transport plans, speed up planning for major projects, sustain the level of funding pledged and reduce growth in traffic congestion.
