A £1bn boost for local government, backing enterprise for the regions, was launched on 4 July, as John Prescott and Gordon Brown launched a consultation paper on the new Local Authority Business Growth Scheme at the Local Government Association Conference. The income retained by councils will be a portion of business rate income above the current baseline and will not be ring-fenced. Responses to the consultation are invited by the end of October 2003 and it can be downloaded from http://www.local.odpm.gov.uk/finance/labgi.htm
