The Regeneration and Regional Development Minister has refuted claims by the ODPM Select Committee that the Sustainable communities plan will add to urban sprawl, saying that government is already exceeding its target of 60% of building to be on previously-used brownfield land. He also stressed that good design was the key to providing desirable homes that are not environmentally damaging.
