Consultation paper "The allocation of management and maintenance allowances within housing revenue account subsidy" proposes changes to the way councils receive funding from the government to run their housing. It is aimed to improve the fairness and effectiveness of allocation of £3bn of resources. Councils must respond by 15 October 2003.
