Explores issues connected with government plans to reform the land-use planning system, highlights some currently existing concerns and outlines some of the proposed changes. Focuses on the proposed reforms to the Use Classes Order (UCO) as they affect retail and food and drink outlets. Takes as a case study the City of Westminster, where changes in local planning policies aimed at resolving conflict between restaurant and pub operators and local residents have led instead to market distortion and conflict between operators, developers and the local authority. Concludes that reforms are welcome but a considered approach is needed to ensure that land-use planning is seen as only part of the measures required to ensure that conflict between city-centre users is minimised.
