Outlines arrangements for the sale of government land such as the 1992 Treasury rules (DOA 13/92) and highlights public criticism against the disposals system and Crown immunity. Suggests a number of key areas need addressing such as the Treasury rules, the Defence Estates' remit, the transparency of early stages before site release, the role of local authorities and communities, uncertainties in the MOD's planning, responsibility for decontamination, conservation issues and subsequent uses following initial sale.
