The author considers that a major cause of inner city decay is our legislative and planning systems; policies of the last 40 years must be reversed to encourage natural regeneration. Government proposals for more centralist economic and planning control can only be counter- productive. Major reforms are needed in rating , which should be abolished; the Rent Acts , which should be phased out to create a new sector of ` development leasehold ` and out-of-town retailing which is starving city centres of trade.
