The government's Arms Length Management Organisation programme will see tenants of 13 councils in England gain major improvements to their homes and housing management. The successful councils include Barnet, Easington, Gateshead and Poole. With the programme the ownership of housing stock will not change, with councils continuing to have strategic responsibility for overall housing policy.
