The Commonhold and Leasehold Reform Act 2002 (Commencement No.2 and Savings) (England) Order 2003/1986 (C.82) brings into force various provisions of the Commonhold and Leasehold Reform Act 2002. The main provisions of the order include the introduction of a new right to manage, enabling leaseholders of flats to take over the management of their building without having to prove fault on the part of the landlord or pay compensation to exercise their new right, the strengthening of a leaseholdersα rights against unreasonable charges levied under their lease and an improvement in the way in which Leasehold Valuation Tribunals (LVTs) work to address disputes between leaseholders and landlords. http://www.odpm.gov.uk/pns/DisplayPN.cgi?pn_id=2003_0166
