Assesses the implications of the Planning and Compulsory Purchase Bill for the quality of development. Considers what other measures will be required to ensure that the planning process contributes to the delivery of a high quality environment. These include: understanding the context for quality including factors such as contextual analysis; community involvement based on a protocol; establishing a vision for quality including local actions plans and development of core strategies; encouraging and negotiating quality; controlling and delivering quality using statements of development principles, and local development orders concluding the monitoring and enforcing quality.
