A survey of central London businesses carried out on behalf of London First, reveals that they are largely unaffected by the congestion charge and contradicts a London Chamber of Commerce survey earlier this year that blamed a 60% downturn on the charge. Three quarters felt that their profit margins were unaffected by the charge and 91% had not changed the way they operate. However, most felt it too early to tell how the charge would affect London's overall economy.
