ICE has published a survey on the state of the local road network. The survey found that 72% of local authorities reported a decline with much of the road maintenance funds being diverted to other sectors. The findings conflict with government targets to halt deterioration in local roads by 2001 and eliminate the maintenance backlog by 2010.
