Discusses the proposal in the ODPM consultation paper "Increasing the effectiveness of powers to regulate RSLs"that the role for developers and other private bodies in the provision of social housing could be widened, paying social housing grant to profit-making organisations. The proposal appears to be based on the assumption that housing associations are under-performing and need to compete with private developers on price. The key strength of the development of social housing by associations is however their longer-term view that links development and financing with on-going management and maintenance. Concludes that detailed thinking on this issue has yet to be done.
