A report by Edinburgh Heriot-Watt University shows that the planning system is failing in Scotland to meet the shortfall in affordable housing. The report suggests that money has been spent in the wrong places. The problem of average wage earners is not being addressed with many struggling to be able to afford a house in areas such as the Lothians.
