The government's drive to ensure social housing reaches the decent homes target by 2010 has been boosted by a £600m Private Finance Initiative (PFI) and the unveiling of 2004 housing transfer programme. The option of arm's length management organisations was also highlighted by the Housing Minister as an opportunity for local authorities to concentrate on strategic housing plans.
