A report to the Scottish Executive Development Department on the content of a possible planning bill has been submitted. Options for change include third party rights of appeal and a statutory purpose for planning. Also included is a recommendation that a proposal from the 1999 Royal Commission report on environmental pollution be considered. Also included are suggestions that planning should promote sustainable development.
