Environment and Rural Development Minister Ross Finnie spoke at a conference to mark the opening of the Scottish Executive's formal consultation on the implementation of Common Agricultural Policy reform measures. Proposed is the Single Farm Payment, and a break with the link between farm subsidies and production and link it more with environmentally sensitive and sound farming practices.
