This article examines the background, both social and political to possible changes in road charges, both road fuel duty and vehicle excise duty. It discusses the idea of fiscal neutrality in relation to Vehicle Excise Duty (VED), and the rebanding of VED in relation to carbon dioxide emissions of vehicles and how this has led to a reduction in the duty collected. Considers the increasing popularity of local congestion charges and new taxes for heavy goods vehicles to be introduced in 2006.
