Early Contractor Involvement schemes (ECI) contracts will be expected to consider maintenance more thoroughly when bidding and designing contracts. Some maintenance contractors are concerned that not enough attention is paid to maintenance in ECI schemes. The Highways Agency said that contractors will have to factor in the whole-life value of a road project rather than just the constrution work.
