Part 4 of Local Government Act 2003 which received Royal Assent in September 2003 establishes the legal framework for setting up Business Improvement Districts (BIDS). It is expected that following consultation to be published late 2003, regulations bringing Part 4 into force will be in place by the end of 2004.
