The Starter Home Initiative was originally launched in 2001 to help key workers into home ownership in high cost areas in London and southeast England but faces an embarrassing gap between the 3 300 loans actually made and the proposed 10 000 beneficiaries by 2004. The scheme has been re-launched with higher loans available between £30 000 and £50 000. Discusses whether the government target can be met in the context of current house price movements taking affordable housing further out of the reach of the key workers the scheme is designed for.
