The RAC is calling for new legislation to cut the two billion pounds worth of delays caused by utilities companies digging up the road. The call comes after Department for Transport and Scottish Executive research indicated that some utility companies exaggerated the duration of road works to avoid fines. The Research examined section 74 of the New Roads and Street Works Act. Over-estimation appears to be between 35% and 50% more than the actual duration of the works.
