Argues that English Partnership's report "Towards a national brownfield strategy" underestimates the amount of brownfield land available for development. The National Land Use Database only records hard to develop land, which excludes a large proportion of brownfield land, whilst the redevelopment on former factory sites and other industrial land is not officially recorded as vacant or development. Government economic, social and planning policies need to encourage the market process of reusing brownfield sites. (See also WB3944-19).
