Provides an overview from the perspective of the private landlord. of the second draft of the Housing Bill presented on 8 December 2003. Notes that the measures causing most controversy and resistance among landlords are the licensing of houses in multiple occupation and the selective licensing of private landlords. Indicates that further provisions have been added to the Bill relating to right to buy, tenancy succession rights for unmarried different-sex and same-sex partners and the extension of eligibility of caravan occupiers for disabled facilities' grants.
