Government targets for renewable energy are under threat as many planning applications have been turned down following objections over their possible detrimental visual impact. Few planning authorities have clear criteria for properly assessing such applications. However, two Norfolk local authorities, with the assistance of land use consultants, have developed a system of landscape character assessment to guide siting decisions. Includes examples of the criteria with tables and illustrations.
