Reports on ODPM commissioned research by Arup into the scope and levels of fees for local authority planning activities and the costs of providing those services. "The planning service: costs and fees" also examined the extent that application fees covered the costs of processing applications, the options available for changes to fees and the fee calculation basis, and the activities for which fees are payable. Gives details of numbers of persons employed in planning services in England, their average salary, total costs of planning service work, and planning application fee income. Finds that cost recovery is lowest on the largest application cases. Concludes that fee-based planning activity does not and cannot cover costs, irrespective of what those costs are.
